Role Definition

To supervise and verify the onsite mechanical engineering works including, but not limited to, HVAC, drainage, water supply, firefighting, LPG, swimming pool & irrigation services to ensure conformity with all contract documents for the project, to SSH policies and procedures, and industry best practice.
To assist Lead / Senior Mechanical engineer in the review and supervision of project mechanical engineering works and submittals.

Duties and Responsibilities Responsibility for:

• Managing, monitoring and reporting on the delivery of SSH’s Scope of Services under SSH’s Contract assuming responsibilities as delegated by the Resident Engineer and Lead / Senior Mechanical Engineer.
• Project reporting to the RE and Lead / Senior Mechanical Engineer on a regular basis not limited to the projects delivery performance, risks, changes, project resources including resource performance ensuring all project KPI’s are met as set out in the Construction Contract, SSH Contract and SSH IMS Policies, Procedures, Manuals and Guidelines.
Support on:
• Delivery of SSH Scope of Services following best practice project management principles through initiation, planning, execution, monitoring & controlling and close-out in full compliance with SSH Policies and Procedures. Including but not limited to:
• Check / review Contractor’s shop drawings for all mechanical works, including coordination with all other discipline requirements of the project and with all the regulatory requirements.
• Implement the contract documents requirements, such as design drawings, specifications, Bill of Quantities, contract conditions, etc. on site.
• Review / check and recommend the correct completed progress percentages of all discipline activities to the client / CM for Contractor’s Monthly Payment Applications.
• Review contractor’s method of statements and comment as necessary.
• Inform Resident Engineer immediately if any serious incident occurs which could affect the safety, stability, serviceability or durability. If appropriate, instruct emergency procedures to avoid accidental damage.
• Inspect the materials delivered to the project site for compliance with approved materials data / samples. Ensure that testing of the materials is carried out in accordance with the project specifications and relevant codes/standards. Reject and ensure removal and replacement of non-compliant materials.
• Check quality of works to ensure compliance with the contract specification requirements, method statements and approvals.
• In coordination with the RE and Lead / Senior Mechanical Engineer, recommends issuing NCRs as the case may be applicable.
• Review and approve the shop drawings submitted by contractor like individual services drawings, builders work, MEP coordination, reflected ceiling and As Built drawings.
• Carry out regular periodic inspections at the site to ensure that standards are being maintained.
• Preparation of snagging lists.
• Conduct, verify and approve testing and commissioning process in accordance with the project specifications and relevant codes/standards.
• Assist in preparation and issue of Taking Over and Final Completion Certificates for the building works.
• Robust interface and communication with SSH Building Design Division and SSH Support Services towards ensuring that SSH PCMS delivery is not negatively impacted. Including but not limited to:
• Check, review and approve all the discipline specific materials submittals, proposals, calculations and samples. Refer any complicated design issues to SSH design office for assistance in review.
• Review contractor’s RFI’s and contractual correspondence related to discipline works and co-ordinate final response with the Lead/Senior Engineer and RE. Coordinate with SSH design office if additional design information is required.
• Pre-Contract to Post-Contract handover, Supervision Management Plan and Close-Out Report which are to be concluded within KPI and as defined under SSH Policies and Procedures. Ability to recognize/avoid / respond to non-justified variation claims raised by contractors.
• Projects monthly reviews and corrective actions not limited to SSH qualitative performance, risk management, change management and the reporting thereof working closely with the RE or Lead.
• Implement the contract documents requirements, such as design drawings, specifications, Bill of Quantities, contract conditions, etc. on site.
• Consult with the RE on potential opportunities on the project and in the market.

• Responsibility for the mentoring of line staff to effectively deliver SSH Scope of Services in collaboration with the RE.
• Responsibility for the functional report and continued development of all line reports. Including but not limited to:
• Ensure that subordinates on the site are fulfilling their duties correctly with respect to the day to day supervision of works.
• Provide the working environment and pastoral care for all line staff.

Qualities and Skills

• DemonstrablePost-Contract Supervision Consultancy and Engineering experience.
• Experience and acumen in managing and working effectively across multi-disciplinary teams and multi-divisional teams.
• Experience and acumen in managing and working effectively across all support services, divisions, internal and external stakeholders not limited to clients, statutory bodies, sub-consultants, contractors etc.
• Significant knowledge and appreciation of industry best practices, SSH’s Policies, Procedures, Manuals, Guidelines, Systems and Applications with the ability to fully implement and comply not limited to QHSE, Contracts, Stakeholder, Risk and Change Management.
• Significant knowledge and appreciation of International and Statutory Authority requirements, codes and procedures with the ability to drive full implementation and compliance across the project.
• Motivated and enthusiastic towards continuous self improvement, and towards line reports to achieve improvement.
• Good people skills, team management acumen and stakeholder management ability.
• Significant command of the English language (written and spoken). Knowledge and command of Arabic and/or other languages is mandatory in RTE’s where required.

Qualifications

Bachelor Degree and or Masters in Mechanical Engineering or relevant discipline
Professional registration of an internationally recognised institution i.e CIBSE, ASHRAE, Society of engineers …etc.
