Role Definition
The Authority Liaison / Stakeholder Engineer is responsible for managing all interactions with Abu Dhabi government authorities, utility providers, and external stakeholders to secure statutory approvals and ensure full regulatory compliance. The role supports the successful delivery of projects across design, construction, and handover stages by coordinating authority submissions, approvals, and stakeholder communications, thereby minimizing project risks, delays, and non-compliance.

Qualifications
• Bachelor’s degree in architecture, Civil Engineering, or a related engineering discipline.

Years of Experience
• 10 – 12 years of proven experience on Abu Dhabi & Dubai building and infrastructure projects.
• Demonstrated expertise in authority liaison, approvals, and stakeholder coordination with Abu Dhabi statutory authorities and utility providers.

Duties and Key Tasks
• Serve as the primary point of contact between the project team and relevant authorities and external stakeholders.
• Advise project teams on applicable authority regulations, codes, standards, and statutory requirements throughout all project phases.
• Lead and manage authority approval processes, including submission procedures, documentation standards, and stage-specific approvals.
• Develop and implement authority approval strategies, identify approval-related risks, and support mitigation measures to ensure timely project delivery.
• Review authority submission packages to ensure technical completeness, accuracy, and full regulatory compliance prior to submission.
• Prepare, submit, monitor, and follow up on applications through authority online platforms such as MEPS, TAMM, AIDAS, and other relevant portals.
• Liaise and coordinate with authorities and stakeholders including ADM, DMT, ITC-DoT, ADCD Civil Defense, TAQA, Etisalat, Du, ADAC, MCC, and others to obtain permits, NOCs, and approvals.
• Establish and maintain effective professional relationships with authority representatives and stakeholders to facilitate smooth communication, coordination, and issue resolution.
• Monitor, track, and report the status of all authority approvals using approval trackers, and prepare compliance and coordination reports as required.
• Proactively manage stakeholder communications to avoid conflicts and delays and resolve authority-related issues impacting project execution.
• Provide authority and stakeholder coordination support throughout design, construction, testing & commissioning, and handover stages.

Professional & Soft Skills
• Excellent verbal and written communication skills in Arabic and English.
• Strong coordination, negotiation, and stakeholder management capabilities.
• Ability to manage multiple concurrent approvals under tight project timelines.

Technical & Regulatory Competencies
• Strong knowledge of Abu Dhabi local codes, regulations, and authority procedures.
• Proven experience using MEPS, TAMM, AIDAS, and other UAE authority submission portals.
• Solid understanding of multidisciplinary design and construction workflows.

Software Skills
• Proficiency in MS Office tools (Excel, Word).
• AutoCAD (2D).
• Adobe Photoshop.
